This page is for anyone opening a patisserie or dessert shop in Türkiye and thinking about a website for it. The rules come from the regulation on workplace opening and operating licences and the price tag regulation.
01Licence and master's certificate
A patisserie needs a workplace opening and operating licence from the municipality. If the application meets the conditions, the licence is issued the same day and the municipality inspects the premises within a month. The regulation divides patisseries into three classes:
- First-class patisserie. At least two staff with a master's certificate. A kitchen in three parts for preparation, baking and washing up. Separate toilets for women and men, a children's room and a cloakroom.
- Second-class patisserie. At least one member of staff with a master's certificate. A kitchen in three parts, separate from the shop.
- Third-class patisserie. At least one member of staff with a master's certificate. A kitchen in three parts with at least an extractor fan.
Floors, walls and counters where food is prepared must be easy to clean, and the kitchen's doors and windows to the outside need fly screens. Patisseries must have mains water.
02Food business registration
Patisseries are food businesses. Before you start selling, apply to your provincial or district agriculture and forestry directorate for a food business registration certificate. Afterwards the food business QR code is hung where customers can see it.
03Price and service rules
- No service charge. Since 30 January 2026, restaurants, cafés and patisseries may not ask for a service, table or cover charge or an extra fee under another name.
- If you serve at tables. For the price list rules at the entrance and on the tables, see our page on restaurants and cafés.
If your site shows prices, keep them the same as the price list in the shop and update both together when prices change.
04What a patisserie website needs
- Custom cake orders. An order request on WhatsApp with the date, number of guests and a sample photo. Say how many days ahead you take orders.
- Product photos. Cakes, desserts and biscuits you made yourself. In categories: birthday, wedding, engagement, corporate.
- Ingredients. If you have gluten-free or sugar-free products, or products with allergens, say so clearly.
- Delivery. Which areas you deliver to, or pick-up from the shop.
- Location and hours. Map and parking.
If you will take payment and sell through the site, businesses selling online through their own site must register with the Electronic Commerce Information System (ETBİS). Details are in Company Website: What Should It Include?
05Finding customers
- Open a Google Business Profile. You need it to appear on the map for searches like "patisserie near me". The steps are in our Google Business Profile guide.
- Ask for a review after every order. Give a review card when you hand over the cake. How to do it is in How to Get More Google Reviews.
- Give each kind of cake its own page. For searches such as "birthday cake Kadıköy".
- Share new cakes on Instagram and put your order link in your profile.
