This page is for clinics and agencies that treat or bring patients from abroad, and for anyone building their website. The rules come from the Ministry of Health's Regulation on Promotion and Information Activities in Health Services, published on 12 November 2025, which replaced the 2023 regulation.
01The general rule
Under Article 5, open or hidden advertising of health services is banned. Information and promotion are allowed within the regulation's principles. Among them, for any audience:
- No unproven methods. Treatments that are not scientifically and clinically proven, or not defined by the Ministry, cannot be described as treating anything.
- No false specialist titles. Only the specialties set by law may be used, not titles based on certificates or courses.
- No claims of superiority. No content that presents a device, product or service as better than others, and no brand promotion or links to brands.
- Update date and editor. Websites must show when their information was last updated and how to contact the site's editor.
02What changes for health tourism
Article 8 sets separate rules for health facilities and agencies holding the authorisation certificate under the 2025 Regulation on International Health Tourism and Tourist Health. They may promote themselves if:
- Separate foreign-facing channels. Promotion runs through a separate website or social media account aimed abroad, which clearly states that it offers health tourism services.
- Not in Turkish. Sponsored promotion is allowed in official languages other than Turkish.
- Certificate on the site. The health tourism authorisation certificate must be published on the website or account.
- HealthTürkiye logo. Facilities must use the HealthTürkiye logo in promotion aimed at health tourists, on all channels.
- No targeting Türkiye. Creating demand among people living in Türkiye is banned. On social media, Türkiye cannot be chosen as a target audience and automatic audience settings must be switched off.
- Matching names. The facility name and the website address must match the title and owner on the facility's Ministry licence. An agency's web address must carry its trade name or business name.
Treatments the Ministry bans or has not authorised in Türkiye cannot be promoted to foreign patients either.
03What a foreign-facing clinic site may include
- Patient stories and reviews. Allowed on the foreign-facing site, with the patient's documented explicit consent, respecting privacy and patient rights.
- Discounts and prices. Discount, campaign and competitive price announcements are allowed for authorised facilities and agencies on these channels.
- Sponsored visual content. Allowed in all official languages except Turkish, with the audience set abroad and automatic targeting switched off.
- Before and after photos. Article 7 still applies: written consent, same setting and technique, dates shown, no retouching, and comments and sharing switched off.
04How we would build it
- A separate site for patients abroad, in their languages, with the certificate number and HealthTürkiye logo in the footer of every page.
- Doctor pages with the specialty on the diploma, training and memberships.
- Treatment pages that explain the procedure, the stay and aftercare, without claims of superiority.
- An enquiry route on WhatsApp or a form, in the patient's language.
- The last update date and the editor's contact on every page.
The doctor and the clinic remain responsible for the content: the regulation holds whoever shares content to the same standard as whoever creates it. Check your texts with your legal adviser before launch.
