Opening a Hair or Beauty Salon in Türkiye: Documents, Rules and Your Website

The documents and licence you need to open a hair or beauty salon in Türkiye, the rules for the salon and its advertising, and what the salon's website should include.

THE SHORT ANSWER

To open a hair or beauty salon in Türkiye you need a workplace opening and operating licence from the municipality and a master's certificate. A beauty salon must always have a qualified beautician on site as the responsible manager. In ads and on the website it must call itself a beauty salon, not a beauty centre.

This page is for anyone opening a hairdresser, barber or beauty salon in Türkiye and thinking about a website for it. The rules come from the Turkish regulation on workplace opening and operating licences.

01Master's certificate

Under the regulation, to open a workplace the owner, or at least one person working in that trade, must hold one of these:

  • Master's certificate (ustalık belgesi). Issued under Vocational Education Law No. 3308.
  • Vocational high school diploma. Showing graduation in the relevant field.
  • University diploma. From a relevant associate or bachelor's programme, with a transcript.

Staff in hair and barber salons need a master's or journeyman's certificate, or an apprenticeship contract.

02The responsible manager in a beauty salon

Whenever a beauty salon is open, a responsible manager who is a beautician must be on site. The manager needs a master's certificate or an associate or bachelor's diploma in the field. One person can be responsible manager of only one salon, and may also work in that salon.

Staff working with the manager also need a journeyman's certificate or a certificate from a relevant school or course.

03How to get the licence

  1. Bring the salon in line with the conditions in the regulation.
  2. Apply to the municipality with the application and declaration form.
  3. If the application meets the conditions, the licence is issued the same day.
  4. The municipality inspects the workplace within one month of the licence. If something is missing, you get one period of 15 days to fix it.

The licence is hung where everyone in the workplace can see it.

04Conditions in the salon

Beauty salon

  • Waiting room. At least 15 m², including the reception area.
  • Treatment units. At least one of: skin care, hair removal, body care, hand and foot care, tanning or make-up. A unit with a treatment bed is at least 6 m².
  • Sterilisation and waste. A separate sterilisation unit and a closed waste collection unit.
  • On display. Staff certificates, the salon's operating permit and the price list approved by the tradesmen's chamber, visible in the waiting room.

Hairdresser and barber

The regulation divides hair and barber salons into three classes. All of them need hot and cold water, a floor that is easy to clean, work clothing set by the business, and windows that do not let people see inside from the street. First-class salons also need a waiting room, a steriliser and autoclave, and a system for receiving customers by appointment.

05Careful in ads and on the website

These rules were written for beauty salons' ads, signs and printed material. Your website and social media accounts also promote your salon, so write them with the same care.

  • Say "beauty salon". Ads, signs and printed material may not use wording that suggests a beauty centre. They must say "beauty salon" clearly.
  • No unproven results. Ads may not promise results beyond the proven effect of a device or product.
  • No medical treatments. Medical procedures such as laser or IPL treatment of acne, skin renewal, veins or spots may not be done in a beauty salon or advertised.
  • No injections or invasive procedures. Invasive procedures such as mesotherapy and anything that needs an injection into the skin are not allowed in a salon, so they should not be on your site either.

Before you add a service to your site, check that it is allowed in a beauty salon.

06What a salon website needs

  • Booking. With one tap, by a WhatsApp message that is already written or a short booking form.
  • Services and prices. A short description of each service. If you show prices, they should match the price list on your wall.
  • Photos of your work. Hair, make-up, nails. Real photos you took yourself.
  • Your team. Who does what, with a photo.
  • Location and hours. Map, address and parking.
  • An Instagram link. Share new work on Instagram and keep the lasting information on the site.

07Finding customers

  1. Open a Google Business Profile. You need it to appear on the map for searches like "hairdresser near me". The steps are in our Google Business Profile guide.
  2. Ask every customer for a review. With a short WhatsApp message after the appointment. How to do it is in How to Get More Google Reviews.
  3. Give each service its own page. It helps you appear in searches such as "bridal hair" or "nail extensions".
  4. Send your Instagram followers to the site. Put the site and booking link in your profile.

Questions

I do not have a master's certificate. Can I open a salon?

Under the regulation it is enough that the owner, or at least one person working in that trade, holds a master's certificate or a relevant diploma. A beauty salon must also have a qualified beautician as responsible manager.

Is a beauty salon the same as a beauty centre?

No. The regulation does not allow beauty salons to use wording that suggests a beauty centre in their ads. Call your business a beauty salon on the site and on the sign.

Can I list laser hair removal on the site?

The regulation allows hair removal in beauty salons with IPL and diode laser devices that meet certain conditions. Medical treatments such as acne, spot or vein treatment may be neither done nor advertised. Make sure your device meets the conditions.

Can I take bookings through the site?

Yes. On the sites we build, booking requests reach you as a WhatsApp message that is already written, or through a short form.
